7. In view of the circumstances of these people the Governor of Hong Kong has been asked whether any assistance might be given them from the Hong Kong War Memorial Fund. I should explain that, there is no

Civilian Injury Scheme in Hong Kong analogowa to the United Kingdom Personal Injuries (Civilian) Scheme, from which a disability award could be made by the Government of Hong Kong ·în respect of disabilities arising from internsent. There is, however, the Hong Kong War Memorial Fund which was raised, partly by public subscription and partly from local Government funds, for the benefit of members of the Hong Kong Civil Defence Services whose health had suffered as a result of internment. So far we have only received the Governorst's raport in the case of ar. Bird and I do not think I can do better than enclose a copy of that report. Apart from the funds available to the Committee of the Hong Kong War Memorial Fund being very limited I fear there is little hope of the Fund being able to assist Mr.Allison or är. Ogden, since it appears from Colonial office records that neither is eligible for consideration for an award.

The Board of Trade, who are responsible for the administration of the Scheme, have always been prepared to take a generous view in necessitions cases where an applicant for a Chattels grant is not a United Kingdom British Subject but has previously been resident in this country and has now returned permanently, and grants/to persons not born in the United Kingdom where such persons are of United Kingdom British parentage or extraction. recent case was that of the Australian born widow of man born in Malaya of United Kingdom British parents, albeit in this case the widow had been brought to this country as a child and lived here until she married and
